Getting an SC driver's license as a non-US citizen involves extra steps — and critically, only certain DMV branches are authorized to serve you. This guide covers every requirement, authorized location, and document you'll need.

Who Qualifies for an SC Driver's License?

South Carolina issues driver's licenses to non-US citizens who are lawfully present in the United States. This includes visa holders, green card holders (lawful permanent residents), and others with valid immigration status.

Visa holders (F-1, H-1B, L-1, J-1, etc.)

Your license will be valid until your visa/document expiry date, up to a maximum of 8 years.

Lawful permanent residents (green card holders)

Eligible for a standard SC license tied to green card validity.

EAD cardholders and other authorized work status

Employment Authorization Documents and similar immigration documents are accepted.

Undocumented residents

South Carolina does not issue driver's licenses to undocumented residents. Lawful presence documentation is required.

License duration: Your SC license will be limited to your visa or immigration document expiry date, with a maximum of 8 years — whichever comes first. You'll need to renew it when your immigration status is renewed.

Reciprocal Countries — Tests Waived

If you hold a valid driver's license from a reciprocal country, South Carolina waives both the knowledge test and the road skills test. You still need to visit an authorized SCDMV branch and provide the required documents, but you skip the testing entirely.

*South Korea and Taiwan — extra step required: You must bring a Consulate General certification letter confirming your foreign license is valid. This letter is only valid for 30 days from its issue date — request it shortly before your DMV appointment.

Commercial (CDL) reciprocity

CDL/commercial license reciprocity is more limited. Only Canada and Mexico have commercial reciprocity agreements with South Carolina. All other foreign CDL holders must complete full CDL testing.

Knowledge Test Languages

The SCDMV knowledge test is administered on a computer and is available in multiple languages at the DMV office. You do not need an interpreter — the system supports your language selection directly at the terminal.

Important: Private driving schools can only administer the knowledge test to U.S. citizens — a green card does not qualify. If you are not a U.S. citizen, take the knowledge test at a DMV office, where there is no citizenship requirement.

Bringing your own interpreter

If none of the four official languages work for you, SCDMV allows you to bring your own interpreter. There are strict rules — the interpreter must:

  • Be at least 18 years old
  • Not be a licensed driver (to prevent coaching on driving-specific questions)
  • Have no personal stake in whether you pass or fail

Google Translate or phone apps are not accepted substitutes for an official SCDMV language or a qualified interpreter.

What to Bring

Non-US citizens have additional document requirements beyond what US citizens need. Bring originals — photocopies are generally not accepted. Foreign-language documents must be translated using SCDMV Form MV-94 as a checklist.

Valid passport

Your current, unexpired passport from your home country.

Visa or immigration document

I-94 printout, green card, EAD card, or other current immigration document showing lawful presence.

Proof of SC residency (two documents)

Two separate documents showing your current SC address — for example: utility bill, bank statement, lease agreement, or official mail. Both must show your name and address.

Social Security card or SSA ineligibility letter

If you have a Social Security Number, bring the card. If you don't qualify for one, bring a letter from the Social Security Administration confirming ineligibility.

Original foreign driver's license (if applicable)

Bring your current foreign license. If your country is on the reciprocal list, this triggers the test waiver. All foreign documents must be translated — use SCDMV Form MV-94 as your translation checklist.

South Korea / Taiwan applicants: Consulate General letter

If your country is South Korea or Taiwan, you also need a Consulate General certification letter. It's only valid for 30 days — request it shortly before your appointment.

There is no authorized SCDMV international customer location in the Aiken region. If you live in or near Aiken, you must travel to Columbia–Shop Road, the nearest authorized branch.

SC DMV road test and in-person appointments fill up fast — often several weeks out. This is especially true at the larger authorized branches like Columbia–Shop Road and North Charleston, which serve a high volume of international applicants.

Frequently Asked Questions

Can I drive in South Carolina on my foreign license?

Yes — temporarily. A valid foreign driver's license is accepted in SC for visitors and short-term stays. However, if you establish SC residency, you must obtain an SC driver's license within 90 days. Continuing to drive on a foreign license after establishing residency is not legal.

Does SC accept an International Driving Permit (IDP)?

An IDP alone is not sufficient. An International Driving Permit must be accompanied by a valid foreign driver's license to be accepted. The IDP serves as a translation document — it is not a standalone credential recognized by SCDMV for licensing purposes.

Can I use Google Translate or a translation app for the knowledge test?

The DMV knowledge test is taken on a computer that supports multiple languages — you select your language at the terminal. Private driving schools, however, can only administer the knowledge test to U.S. citizens (green card does not qualify). If you are not a U.S. citizen, take the test at a DMV office.

How long will my South Carolina driver's license be valid?
